After the King returned from Europe he spoke to the 1000 delegates attending the August 1928 Loya Jirgah in the Amphitheater. He extolled European work ethics which he said had enabled Europe to prosper so he intended to bring reforms that would enable Afghanistan to prosper also. Queen Soraya stood with him in support at these gatherings dressed in a knee-length pleated skirt, and a tailored jacked, wearing only a sheer voile veil tacked to her stylish cloche hat. She did not speak on these occasions, but did speak, however, to women-only groups seconding the King's ideas with high emotion. KES Collection No. 852.
