The Sarobi Dam, 50 km. from Kabul, begun in 1953 with West German assistance, was part of the Mahipar hydroelectric project, the first hydroelectric system installed in Afghanistan since the plant at Jabal Saraj north of Kabul started functioning in 1918 after many years of delays between 1912 and 1918. The heavy gates and equipment came from Peshawar on carts pulled by elephants. Sometimes a single delivery could take five and a half months to reach Jabal Saraj. The plant was built to provide electric power for the Amir's workshops manufacturing guns, uniforms and boots for the military and light for the royal palace. A telephone line connected with the Amir's offices in Kabul was also installed.
