Anticipating large groups of demanding tourists was one reason work on the Salang Highway began in 1969, starting at Zarnegar Park (note Bagh-i-Bala in the background) and continuing north for 122 kilometers to the Salang Tunnel. Until this time most trade items were carried by camel caravans because there were no roads suitable for motor vehicles. Heavy equipment, turbines for hydroelectric plants and chandeliers for palaces, were carried by elephants which moved slowly taking weeks, even months, to deliver their goods. Improving the road networks was essential if development was to move forward.
