Chihlsotoon was used by Amir Haibibullah primarily as a guest house for visiting foreign dignitaries and pleasant evening entertainments with his father. The prominent ladies of the court were lodged in a haremserai within the Arg. Here Ulya Hazrat, member of a leading Kandahari family and powerful mother of Amanullah who stands to her right is surrounded by other children and ladies of haremserai. Ulya Hazrat's machinations in 1919 after the assassination of Amir Habibullah, are credited with elevating Amanullah to Amir, and later King Amanullah.
