The clock tower was designed for the Dilkusha palace by the Scosman James Miller. in 1911. Like all the foreign technicians in Kabul at this time, James Miller was asked to do many types of work. He also built the woolen mills that produced excellent woolen fabric for army uniforms, a dam at Ghazni, and two or three golf courses in Kabul.
