The fundamentally eclectic style of urban artists before the 1960s and 1970s failed to attract supportive public interest and support because it did not assimilate recognizable Afghan characteristics. By the 1970s, however, new interest became evident as Prime Minister, Musa Shafiq advised all ministries to display the works of local artists. Thus encouraged, an energetic group of innovative artists took active steps to acquaint the public their work. Periodic exhibitions were held by private groups and in government ministries A proposal was fielded to establish a National Art Gallery in Amir Abdur Rahman's charming Gulistan Serai in cental Zarnegar Park. This idea unfortunately came to naught with the Saur Revolution of 1978.
