Attitudinal Changes.

Kabul's citizens in growing numbers developed various degrees of outward-oriented attitudes in the more than 130 years since Amir Abdur Rahman built his new city. The city now plays several roles in the life of the nation. It is the seat of the central government, the hub of business and commerce, the focal point of intellectual and political movements, and the disseminator of change. Kabul is critical to the development of the nation, but it must lose some of its uniqueness and link its outward-looking ideals with the rest of the country in order to reduce the inequities existing in the rest of the country.
