King Amanullah put pressure on family members and members of court to join in his resolve to create a new residential area around the Qasre administration building. The four Nizamnamehs were issued to encourage wide participation and rapid completion of durable housing. He also made available ready-made model plans, free land, easy credit, and materials at cost to those who guaranteed to build within a year of the proclamation of the laws. Their purpose was to indicate that European-styled housing was no longer to be the sole preserve of royalty. Nevertheless, it was mostly his close relatives who responded. They chose a variety of styles.
