Abdur Rahman did not even consider taking up residence in the Bala Hissar palace because its buildings were in ruins. He moved instead into quarters in Murad Khani (behind the Ministry of Finance) offered to him by relatives. Some of these buildings had once been elegant homes, but now they were deteriorating. As he explains in his memoirs, he was not pleased because the rats in the roof kept him awake all night.
